Rosa is a senior counsel with extensive experience in energy regulatory law matters, including acting on behalf of and advising clients in the electricity sector (including renewable energy), oil and gas sector and water utility matters in proceedings related to tolls and tariffs, market rules, and facilities and compliance, all involving consideration of various social, environmental and economic impacts and the public interest. Rosa is recognized as one of Canada’s leading energy regulatory lawyers. She has represented her clients’ interests in proceedings before the Alberta Utilities Commission, the Alberta Energy Regulator, the Canada Energy Regulator, all levels of court, and in arbitrations and mediations. With legal training and an EMBA, Rosa combines deep legal and commercial knowledge to solve complex regulatory matters. Rosa works collaboratively with clients and industry experts to achieve clients’ business goals. Rosa teaches Law 503: Administrative Law at the University of Calgary for foreign-trained students, covering the general structure of administrative decision-making in Canada, and serves on the Board of Junior Achievement Southern Alberta, an NGO for youth business education.
